If you want to be able to create and edit word documents, do not use the iPad. At least, not if you depend on VoiceOver. It never reports accurately where you are in a document.
I have no experience with the Surface pro, but people seem to be pleased with it overall. I'm personally not sure what the benefits are of the Surface over a Laptop with an SSD drive. My Dell laptop boots up in about 40 seconds. Maybe the Surface has a much longer battery life?
