Malcolm, You don't mention in this thread which model your new iPhone is but I have a friend who got an iPhone 12 Pro and experienced this very issue and is still trying to get the phone set up. I believe she must have gotten a real lemon because even a trip to an Apple Store did not correct the problem. I hope your new phone gets past this hiccup.

Here’s the problem, all apps show that they are downloading but all of them are stuck of 55% If I double-tap any app to pause it’s download then try to resume it stays on 55%.
