You can’t do that with Siri. Go into your message app and dictate from there. You can stop and start with a single double tap on the ‘dictate’ button on the keyboard, to start, and a two finger double tap anywhere on the screen to stop. You can just dictate a new paragraph by just saying ‘new line’.
