Once you are in any edit field with the onscreen keyboard present, a two finger double tap will start or stop dictation, and the dictation is smart enough to pick up where you stopped if you do not do something to move the VoiceOver focus. I seldom bother with finding the dictate button since the two finger double tap just works. And dictation is separate from Siri, so you are good to go.
