To be precise the command "new line" will insert a line break, same as pressing enter on the keyboard, if you want a new paragraph you would have to say "new paragraph" which inserts a blank line, same as pressing enter twice on a keyboard and this is what is considered a new paragraph.

You can stop and start with a single double tap on the ‘dictate’ button on the keyboard, to start, and a two finger double tap anywhere on the screen to stop.
