No you shouldn't have to update your phone. I have an iPhone that is still running IOS 12 and the smart cooker app showed up on it. It would not update because the phone needed 13 or higher, but it was there. I'd wait to see if the app update shows up in a couple of days because sometimes update aren't rolled out the same day all over the country.
