Yes. I'll be repeating some of what Richard already explained, but when you find the icon you want to move, flick down and double tap on edit. Now flick down until you hear drag and double tap. Now you can just move around your home pages like you normally would, exploring, swiping, three finger swipes left and right and so on. Once you find where you want to place the icon, flick down until you hear drop before or drop after and double tap. I hope that helps, but please ask if it doesn't make any sense.
