As for a resource to tell you about the new things in 14, there is Ann 
Dresner's book from National Braille Press, there is the blog from Applevis.com 
which is an exercise in great patience to wade through.  There are podcast too 
probably, but you are welcome to keep asking the questions as they arise.

As for setting up the steps.  If you want to do it on your phone with no added 
aps, open the Health app and explore its settings/setup and enable step 
counting, etc.
It is pretty complete.
You could also install Pedometer++, in case the punctuation isn't read that is 
pedometer then two plus signs with no spaces.

Hi people,
I have this new phone and have been thinking I need to exercise more and saw 
that someone was keeping track of their steps and how many miles they had 
walked.  Of course, I have known you can do this, but could someone tell me how 
to set this up?  First I want to thank you all for answering all my questions.  
Next I want you to know that I look up a lot of things before I ask.  Last, I 
am warning you that I suspect I will have many more questions.  Is there a 
resource that is available to tell a blind person about the new things in 14?  
Yes, I realize that 15 has come out, but for now I want to learn 14 and then
