Yes, and sometimes the Gremlins in iOS decide to do that for you. I found that I had the Watch app in two different folders. I think iOS 15 thought I needed it in my productivity folder, even though I never moved it there.
I I've been pretty anal about keeping apps organized by folders since my first device over 10 years ago. So, the Gremlins were definitely messing with me.
