Jonathan Mosen went through a demo of how this is done. He sent a link to his 
windows computer, and in the end, everything connected just fine. Plus, the web 
site version on his windows computer was accessible with a screen reader.

Now, from his demo, once you activate the link on your windows computer, you 
have to go back to your iphone and say that it is ok that the device connects 
to the Facetime call. There should be a pop up window or something on your 
iphone that you have to double tap ok or yes before it will let your computer 
join the call.
