Hi,

yes.  all devices running IOS 5 and higher come with triple press of home set 
to turn on Voiceover by default.  Keep in mind,  It needs to be pressed during 
the initial set up of your device.  If you have a sighted person set your phone 
up without them triple pressing home, you will then need sighted help or, 
iTunes to turn on voiceover.
