Plus, it's easy to stumble across how to disable VoiceOver with a web search. Almost any kind of generic web search on VoiceOver will bring up a bunch of hits on how to turn off VoiceOver. I'm assuming sighted people will accidentally turn it on and go looking on how to disable it.
