See if you can answer the phone either with the two finger double tap if VoiceOver is on, or the one finger swipe left to right near the bottom of the screen.
Once answered, see if you can do anything. I would assume you already rebooted it with the quick press and release of volume up, then volume down and then holding the power button for at least 10 seconds. Then, wait for it to come back, or plug and unplug it after a couple of minutes if nothing speaks.
