In order the swich languages will work you need to turn  "detect languages" off. The ditect languages works only when you use mail or surfe on a website. As others have said, the relevant setting is under Voiceover/Speech, where Detect Languages needs to be set to ON in order for the language changes to be detected automatically. Apologies if I’m stating the obvious, but have you turned your phone off completely and then back on since you installed the update? That can often resolve this kind of inexplicable weirdness and I’m sometimes inclined to forget to do it when something isn’t working properly. I hope you manage to find a solution.
