I just tried this and it actually seems to be quite accurate, but the issue is 
still going to be that as a blind person  you can't do this precisely. 
Voiceover will say to :Focus on point in centre of screen", then you tap the 
"add" button to lock in that point. After that you move your iPhone to point to 
a different spot and as you move it it shows the distance from the first point. 
I think a sighted person would be able to get pretty accurate measurements this 
way, but especially measuring a room would be challenging for a blind person 
although when I tried it in our bedroom I got a reasonable good result as 
follows:

First, here an explanation: I know our bedroom is about 10.5 feet wide and it 
goes across the width of the house which is 25 feet, but on one end about 4 
feet are separated off as a walk-in clauset. So in real measurements it would 
be about 20 feet long and 10.5 feet wide. Our queen size bed is roughly in the 
middle on the long wall and that leaves about 4 or so feet between the end of 
the bed and the wall.
What I did is stand against the footboard of the bed facing away from the bed 
with the wall about 3 or so feet away and I added my reference point. I then 
turned around 180 degrees to stand facing the bed and wall on the other side of 
the bed.
At that point even though I held my iPhone quite still, the read out varied 
between 2.84 metres and 3.08 metres which means a variation of about 25 cm or 
10 inches which is quite significant, but even by going with about the middle 
measurement which would be around 2.95 metres, this is not so bad as that is 9 
feet 8 inches. If I went with the 3.08 metres it would be basically 10 feet so 
knowing the room is 10.5 feet that is somewhat close. If you of course needed 
that measurement to order baseboard trim or some other construction material 
then it would not be good enough, but it's not bad. A sighted person could 
probably focus exactly on the corner of a room where the walls meet and then do 
the same for the opposite corner and maybe this way get a much more accurate 
measurement, I'll ask my main employee to try this when I'm at my store later, 
he is also quite handy and we have done quite a few building and renovation 
projects over the years. We'll measure my office with a tape first and then he 
can use my phone to see how close it is.

I’m not sure how accurate it is, but I can use my iPhone SE 2020 to measure 
things. Once the phone is focused on an item the “add point” near the bottom of 
the screen is activated. You then move until your phone is focused on another 
point and click add point again. At this point VoiceOver will say the 
difference between the two points. 
It might also tell you that you are moving too  fast, or that there is not 
enough light. 
I attempted measuring a rug in my hallway that is about 6 of my feet long and 
the phone claimed it was 36 inches. Not sure if this was me not using the 
technology well, or just the issues of the phone measuring system. My wife had 
better luck when we were shopping for homes and forgot a measuring device.
