I agree with you Richard, when I had my iPhone7 here in the UK from EE I had to use iTunes to enable VoiceOver. Every iPhone I have purchased worked this way and every time I reset an iPhone with erase all setting and content it also worked this way which would make sense because this process restores it to the factory defaults and out of box experience which includes being able to start Voiceover with a triple press of the home or side button. For voiceover. You only lose the shortcut if a carrier sets it up.
