As I get feedback from the user base of 100000 users of my app that have it installed on the phone, I can confirm that there are people with the same problem, as I have received similar feedback from 2-3 users for whom Apple’s voices don’t produce any sound (one seem to have more limited problem to just CarPlay and as such wouldn’t affect VoiceOver).
According to some recent reports, Apple suggests device restart and factory reset for non-reproducible problems that appear after the update. Unfortunately according to the information that I have received from this users, a simple restart doesn’t help.
