I have had that problem off and on here in the UK on a variety of iPhones and 
networks.  I don’t use Siri to make called and I have calling over WiFi enabled.

I have experienced this issue with an iPhone7 iPhone XR, 12 Pro Max and most 
recently my iPhone 15 Pro Max.  I have used EE and Three networks.

I always have three bars on my WiFi throughout our house and mobile data signal 
strength varies between one and three bars indoors.

Often when I make a call it takes sometime to connect and the call quality 
varies without my having moved at all.

Obviously when calling another mobile phone it is impossible to determine which 
end where the problem  exists.  But calling fixed line numbers it is easier to 
determine where the problem is caused.

I have tried everything to narrow down the cause of the problem without success.

Back in the early days of Symbian this never seemed to be such a problem.
