Audio Ducking will always lower the other app’s volume in relation to VoiceOver’s volume. Audio Ducking is to have media, like music, audio books, streaming, etc., lower their volume when VoiceOver is speaking. It can be off, set to When speaking, or always on. There is a new option in the Rotor Items setting called Ducking Amount which is a more direct way of saying that you want the other media to reduce its volume by x percent when VoiceOver speaks.
