| I've not noticed that issue for quite a while, I think back with iOS 16, or maybe early iOS 17. Are you sure you are double tapping in exactly the same spot, and very quickly? If so, I'd call Apple Accessibility and request a screen sharing session so they can see exactly what you are doing on your phone. You do have to be very sure that another finger or any part of your hand is not accidentally brushing the screen.
