I also use an SE 2020 and have seen that behavior. It used to be much
worse before IOS 17.2 or maybe 17.3 but it is back since 18.1 or maybe
18.2. I normally see it when first waking my phone. If I try tapping
on an app too quickly after waking it it tends to open the clock app
which is the first app on my home screen. If I wait a couple of seconds
and then tap it works correctly. I also find that if I wake the phone
and then find the app I want and hold my finger on that app for 2 or 3
seconds and then tap it also works correctly.

Are you sure you are double tapping in exactly the same spot, and very
quickly?
If so, I'd call Apple Accessibility and request a screen sharing
session so they can see exactly what you are doing on your phone.
You do have to be very sure that another finger or any part of your
hand is not accidentally brushing the screen.
