I don't suppose you've done like I and gone to settings/accessibility/VoiceOver and then at the bottom changed the double-tap timeout setting to something other than its default, which I'm thinking is 0.25. I have mine set to 0.5S and it works much better, as I just checked and I do have that problem when I set it to a lower number. I think it's been ages since I changed mine, though, and I had to look through the settings to figure out exactly what I did change. If so, I'd call Apple Accessibility and request a screen sharing session so they can see exactly what you are doing on your phone. You do have to be very sure that another finger or any part of your hand is not accidentally brushing the screen.
