Just as another data point, I just tried opening a couple apps with
Siri on my 13 Mini and it worked fine.

Interesting, I just tried to dictate in the edit field in the
calendar, and nothing worked. Two finger double tap, or one finger
double tap on the dictate button.
However I have added calendar events by telling Siri to schedle x
appointment on x date, at x time.
I'll check my dictate ettings, then send a report to Apple.

I have a 16 pro as well and have experienced both of the
issues described here. Actually, this started before 18.4 in
my case. Rebooting the phone doesn’t seem to make that much
difference.
