I would also double check the settings in Sounds and Haptics and make sure the first option about Silent Mode is off. It could be you happened to be at a place where you didn't have enough cellular bars, you need at least 2 to really have a connection. Or, you were on the phone and for some reason, instead of notifying you have an incoming call, it went to voice mail. Or the phone knew you really didn't want to talk to that person right now, 😊. The problem with these random things is there is no way to truly sort out what is happening as it could be two or three things that are making your phone not ring at any given time.
