Yeah, ever since actions were added to the rotor it has a tendency to move to actions when they exist. There is a setting in rotor options that somewhat adjusts this behavior. I just tend to make sure that the rotor items aI use the most are at the top or bottom of the list, and this seems to help.
Of course if you customize the order of the rotor then everybody else’ will have the rotor in the wrong order.
