Can you describe this control thing a bit more?

I think this started happenening with the last update or the one before.
Every time I get a call including whether I answer it or not or it goes to
voice mail or is a missed call my phone goes in to this control thing and I
absolutely cannot get out of it unless I restart my phone. Is there a way
to turn this feature off? Thanks for any help anyone can give. It's
totally frustrating for me.
