The exact wording on Apple’s battery replacement support page is: Our warranty doesn’t cover batteries that wear down from normal use. If you have AppleCare+ and your iPhone battery holds less than 80 percent of it’s original capacity, you are eligible for a battery replacement at no additional cost. So yes, one could argue less than 80% is 79% or less, but I assume if you walked in there and it was at 80% it might be a little be at the discretion of the Apple Genius to decide if they would do it or not. In any case, if you don’t have Apple Care Plus or some other insurance through your carrier which covers it, then it makes no difference and you can certainly ask to have the battery replaced even if it’s still at 84% or 85%.
