What version of iOS are you using? You should definitely call Apple and report this problem however, for now if you have some contacts you need to enter you can just open the Phone app select keypad type in your number and then at the top you'll see button labeled ad double tap this and it'll give you option to create a new contact then The phone number will already be in place and all you have to do is put in the name and other information that you'd like to have in the contact
