Are they absolutely certain they are not accidentally doing a second 3 finger double tap? I have never had VoiceOver start speaking again on its own after doing the 3 finger double tap, but I have notice that sometimes doing a 2 finger double tap, I've let a finger get too close to the screen and accidentally did a 3 finger double tap...
