I am having the same experience. I can stream from the classical music app, but
it sees nothing in my library. I have something I recorded live from a
perforance that is marked as Classical under the genre, but it does not show up
in the Classical app, and sync library is on.
I think you found a bug. I'll be writing Apple.

This is what Siri said about that:
Your library in the Apple Music Classical app is empty because it doesn't
automatically pull in your existing classical music from the main Apple Music
app. To fill it, you have to manually search for classical tracks, albums, or
playlists and tap the Add to Library button. If you have added music but still
don't see it, make sure Sync Library is turned on in your iPhone's Music
settings. You also need an active Apple Music subscription to use the app, and
it won't work if you are on the basic Voice Plan.
