Yes, the standard toll-free Apple number is (800) my-apple or 800:692:7753. 
There is also a dedicated number for VO support, but the people on the standard 
line will happily forward you if necessary.

To practice VO gestures, go to settings, general, accessibility, voice-over, 
practice area, and touch the middle of the display to move focus in to the 
practice area. VO will tell you what gesture you perform and the gesture's 
actions.
