It's kind of right.  You double tap and hold on an icon until you here 
VoiceOver say, moving app.  Then, you can slide your finger towards the left 
edge of the screen if you want it on a previous page or the right side if you 
want it on the next page.  Once you get to the edge, VoiceOver should tell you 
that the pages are turning.

    A few notes from experience.  Firstly, there doesn't seem to be a reliable 
way with VoiceOver to know exactly where the icon goes on the new page.  Also, 
remember that if you move an icon to a populated page that is already full, an 
icon from that page will be bumped to a different one.
