This is mostly an academic distinction, but POP and IMAP are incoming
protocols, i.e. what gets used when you receive emails. SMTP is the
outgoing protocol, i.e. the protocol that's used when you send out
emails. I use IMAP now, but I still use SMTP for outgoing email. The
difference is that I use Gmail's SMTP server which is secure and
requires a password.

Before, I was using POP with Rod Runner, and it's SMTP server would only
accept email from it's own network, i.e. when I was on Road Runner's
broad band or dial up service. I was actually able to get around this at
times by using a different SMTP server.

As Sieghard said, you could switch to an email provider that has
different restrictions on it's SMTP server and out going mail. You may
be able to do this with your current email provider though just by
checking your SMTP settings or your email providers options.
