Lauren, absolutely you can do this. The instructions you found were correct. 
Open safari and go to a website you want to save to your home page. Tap on 
utilities and swipe right until you hear add to home screen. double tap on this 
and you get an option to change the name of the web page. I think then you 
swipe left and you will hear add. double tap on this and your webpage will be 
saved to your home screen. You then will need to move it like any other app to 
the folder you have created for your favourites. You are only limited to the 
amount of apps you can hold in a folder. I haver several folders with specific 
websites I use all the time and it works a treat.
