I do it all the time. Control down arrow takes you to the bottom of the message then you use left or right arrow until you hear VO say reply. Then double pap that & it will ask you if you want to reply to this message, double tap that and you're good to go. If you want another option just arrow through to see the options. I believe there is a forward option in that menu.
