Hi Ming, Do you have your notifications set to Alerts instead of Banners? Also make sure you check to display notifications in the lock screen. I have no problem answering a call either from the lock screen or when the phone is unlocked. You might also want to go into the Skype settings on the computer and increase the time for when voice mail picks up so you have a bit more time to figure it out on the iPhone.
