Hello Fred and all: Unfortunately, your question does not have a simple answer because light level is not the only aspect of light which determines a quality picture or photo. Type of light, color of light, and the surroundings play a part. The premise behind my response to Lisa was that she … as anyone else … will have some familiarity with both their surroundings and the subjects they are working with. If for example, I am wanting to take a picture or video of my sister in my upstairs hallway, there is no natural light. It is all artificial light. Now, if she is waring a lighter color which she tends to do ;) the light level may need to be lower or else she will wash out. Same person, same picture or video done outside may require a different level of light to produce a particular outcome.
Shortest answer that can be provided without a minor physics lesson which may be beyond the scope of this list and we have not even begun to throw distance into the mix :). If you are looking for a rule of thumb … the light level behind the object is the one worth monitoring ;). try to catch the cat as she is passing in front of the lamp :). works like a charm.
