Sync goes both ways. It checks to see which side has newer information and copies the newer information to the other side, thereby making the information the same on both sides - synchronising the information.
If you purchase something on your iOS device, when you sync the device to your computer through iTunes, part of the syncing process is transferring the purchased item from the iDevice to the computer for better long-term storage. After the purchased item has been transferred to the computer, any updates will be synced, or matched, whenever you connect your iDevice to your computer. In other words, sync is the process of ensuring that both the iDevice and the computer have the same, most up-to-date information, including text, appointments, contacts, apps, recordings, videos, special settings, and so on. Transferring purchased items is just a part of syncing where iTunes is informing you that the app being transferred does not currently exist on the computer, but it will exist on the computer once the transfer is complete. This way, you know you have a new app stored on your computer in case you want to back it up or sync it to another of your iDevices.
