Of course they could. The US Post Office charges to deliver mail, you
have toll roads, the State department charges you if you want a rush put
on a passport application and so on. It's not like you can't get players
and books for free. You'd only be paying for an app to read your books
on a smart phone.
Note, I'm not saying it will be a paid app, I rather suspect it will be
free, but I don't know.
As a tax payer, I know I was pleased when I had the choice to get a
passport on the regular schedule or pay to get it on a accelerated
schedule. I thought it was great that the government took something that
was a cost and turned it into a profit center. My taxes shouldn't have
to subsidize procrastinators. BTW, I needed the passport right away for
business travel, and my employer paid to ensure I got my passport on time.
I'm not sure how I'd feel if the NLS app was a paid app. I guess I'd
like it to be free, but I also know I'd pay a few dollars for it as
well. As a tax payer, I'd probably be OK asking those who could afford
smart phones to help subsidize the cost of their app.
I guess we won't know for a while one way or the other, so it's probably
a waste of time to speculate.

I didn't save the podcast, but I'm almost positive it was stated it
would be free. Who knows though, maybe they're now thinking of charging
