I don't kno if this is exactly what you are looking for but it might help.

Awareness the headphone app by Essency allows you to hear what is being fed 
over the earphones and also the sounds in your environment.  both are fed 
through the earphones.

this app is 6 or 7 dollars.

Another one that does a similar thing is Listen Upby Neil Norman.  This one is 
1 dollar.

both require a wired set of earpones and work with the mike on the earphones 
not the built-in mikes on the phone itself.  At least that is what it looks 
like from the description.

Here's another set of headphones that addresses the problem of not blocking 
outside noises.

I've only just read about these headphones, but haven't checked them out. Would 
love to know if someone has any experience with them, and would also love to
