Fresh Maps give you quarterly map updates as opposed to yearly map updates.
Since the Seeing Eye app uses maps on the server where it always accesses
the latest maps this of course doesn't apply, but yes, in the end you also
pay something with apps like Navigon if frequent map updates are something
you want.

Navigon lists several in app purchases. Item 3 in that list indicates that
for fresh XL maps for North America, the cost is $19.99. This presumably
provides maps that have additional detail as compared to the regular maps
that come with the product.
