Hmm, just downloaded the version 1.5 Update. I have the paid version, think it was 0.99 U.S. originally, so this is what was updated for me. I'm happy to say that yes, it did read some text to me. WooHoo! Glad to have my Goggles back. I have Prismo and TapTapSee, but Goggles has really spoiled me when it comes to on the fly recognition.

I see talking goggles is back in the app store and there's an update, so
installed the update. Still doesn't work for me though. I deleted the app and reinstalled from the purchased list under updates. Oddly, there are two
entries for talking goggles in the list and they appear to be the same.
I installed one and then an update button was present instead of the install
button. And, I still can't get it to give any feedback at all.

Anyone  else tried it with success?
