The touchscreen technology has a specific sensitivity which is hardwired. What the OS does is delay the time it waits before responding to the command gesture. This gives the appearance of greater or less sensitivity, but the actual touchscreen sensitivity with the capacitive touchscreen is a precise, constant value.
There is a capacitive touchscreen which is also pressure sensitive that is being tested and developed. The reason this is important is that, whilst blind people believe the modern touchscreen is pressure sensitive, they will continue attempting to press firmer, which actually very significantly reduces accuracy in increases errors. As for the error that people are experiencing with flicking through lists and then having the VO focus jump up to two further selections, I suspect I know what is going on, but need to have my sighted research assistant watch the visual response before I can be certain. If my suspicion is correct, the solution is fairly simple, but does require people being a bit more deliberate in their working with VO.
