Yes, what you say makes perfect sense.

Basically, to get around the shortened response time, it is necessary to be 
moving when you touch the screen. And, by touch, I mean when the screen 
registers the conductivity of your finger, not when you feel the haptic 
response of the screen against your finger when you are using the onscreen 
keyboard. This way, with slow movement, iOS will not decide that you are 
holding on a character. The movement on the keyboard is currently 
counter-intuitive because we have been training ourselves to use haptic / audio 
interface on the touchscreen.

As for accessing and influencing the edit area, single-finger tap the edit 
field to bring focus to it without moving the cursor to a different position in 
it. For the pinch gesture, start with thumb and finger slightly apart and start 
them moving apart slowly before you actually touch the display. The same is 
true for all other command movement gestures because the delay time for VO has 
been shortened. Note: I am not experiencing your difficulties because I 
understand what has changed and have adjusted my interaction. Also, a 
featherlight touch works much better. It is smoother, more controlled, and more 
adaptable. Soften your touch to improve your interaction, especially now with 
the delay set so low.
