Actually, I think it's the second reason you stated. I was at the Apple store this morning. By the time they got to me in line, the gold phones were gone. The estimates I heard was that there was about 30 gold phones available at our store. So Apple may have underestimated the demand for this particular color. By the way, since the question came up, I went with the old standard black phone.
