Hello.  

I am having that same problem.  When I drag some apps over a folder, I hear no 
sound and the app goes back to where I moved it from.  I give up!  Good thing 
this is my iPod and iPad.  I don't plan to upgrade the iPhone until a couple of 
upgrades come out for bug fixes.  So far, my latest iPod and iPad which are 
running IOS 7 have become unstable.
