Hi I'm using an iPod Touch 5th gen and I've moved apps in an out of folders without a problem. Do have a little complaint with IOS7... I'm not liking the fact that one has to hold the ape outside of a folder for 5 seconds before the move is complete. In IOS6 one merely had to move the app outside of the folder and lift finger off the screen for the move to complete.
