Tessa, The message you describe means that there was most likely an update for the Facebook app and that for some reason the update didn't download. This can happen sometimes when the App Store or Apple Servers are very busy. If that happens it stops trying at some point and in order to try again you double tap on the app. If an update is waiting the app won't open, but the download will restart and if everything with the app store is working it will download, install and afterwards allow you to use the app again.
