I must apologise. I always use the single-finger touch and hold, followed by 
vertical slide, to access both the control centre and the notification centre 
because I find this method to be quicker and easier. Therefore, I briefly 
forgot that one must touch the actual status bar rather than just touching the 
top of the display before using the three-finger vertical flick.

It is easy to access the control panel from the lock screen, and from the 
passcode screen.
