I bought my 4s from verizon, when it got delivered to me I was able to use
tripple click home to turn vo on to set up my phone, but I hear it isn't
working that way on all devices.

As far as I'm aware, tripple click home doesn't actually work in the setup
screen. Again, because it's not actually enabled by default. At least,
none
of the devices I've had a hand in setting up have ever had that option.

Ah, I assumed that when you used the triple click home to start VoiceOver
during the set up process then this would be set.
